Rakusai-san was born in Shigaraki in 1954. In 1974 he was graduated from the Kyoto Prefectural College of Advanced Technology and in 1975 graduated from Shiga prefectural Shigaraki ceramic factory. His first solo exhibition was at Osaka Takashimaya in 1977.
After that he participated in many solo exhibitions:
